I need tops that pack flat and don't take up much space. How does this pack?

Very well. The pima modal is lightweight and compresses flat, so you can pack several without adding noticeable bulk. Wrinkle-resistant too, so it comes out of a stuffed bag ready to wear. One of the better capsule pieces for carry-on-only travel.

Are the mesh shoulder panels just decorative or do they actually help with breathability?

Both. The mesh panels at the sleeves and shoulders breathe noticeably better than solid fabric, so they're functional for warm weather. They also give the top a more elevated look than a plain tee.

Can you wear a bra with straps with it or do the straps show through?
